R12: AP/IBY: Payment Process Requests (PPR) At Status 'Pending Proposed Payment Review' Do Not Show The Start Action Button / Icon (Doc ID 2063667.1)

Symptoms

In Oracle eBusiness Suite (EBS) release 12: after processing a Payment Process Request (PPR) to 'Pending Proposed Payment Review' status, the Start Action button disappears.

As confirmed by the Multiple Organization Access Control (MOAC) diagnostic, the user responsibility has access to the Operating Units tied to the transactions selected by the PPR, so the explanation from Note 1500324.1 does not apply.

Expectation
The Start Action button should not disappear.

Steps to reproduce
The issue is reproduced with the following steps:

1. Create a PPR.
2. Progress it to status 'Pending Proposed Payment Review'. The Start Action button is not visible.
