Timecard Validation Error on First Timecard Period if Switching to a Different Accrual Plan Effective as of Timecard Start Date

After a employee is switched to a different accrual plan due to change in assignment and then creating a timecard
the following error occurs.

 "The following time entry rule has been violated (PT Holiday Leave Accrual is less than PT Holiday Leave submitted in the timecard)."

See that the PTO Accrual Balance fast formula and Time Entry Rule is not working from day 1 onwards to correctly evaluate the balance based on Timecard Start Date. But there are no issues
in the next timecard period
