Receiving error when attempting to Complete an AR transaction after updating the Currency

APP-AR-11477: The exchange rate must be entered for foreign currency transactions

Steps to Reproduce
---------------------------
The issue can be reproduced at will with the following steps:
1.  Create manual AR invoice in transactional currency (GBP)
2.  Complete transaction
3.  Incomplete transaction
4.  Update currency to EUR
5.  Attempt to complete transaction
6.  Receive error:
APP-AR-11477: The exchange rate must be entered for foreign currency transactions
