Transmissions are Stuck in STAGED Status; their Status does not Change Even After Reprocessing

When performing an inbound integration, the integrations are uploaded to OTM and appear to be uploaded correctly.
They appear in the Transmission Manager (Business Process Automation -> Transmission Manager).
After a while, the transmissions aren't processed and they stay in STAGED status. Some of the transmissions have the status PROCESSED, but there are some with the STAGED status from the same integration.
The transmission are reprocessed using the option Reprocess from Action menu, but they do not change status.
The Integration logs have no record of the transmission.
