SIT Deductions Happening For Colorado When Not Expected

Why are Colorado (CO) State taxes being withheld for an employee that lives and works in Washington (WA)?
The employee moved from CO to WA in April 2015, but did not change their address from CO to WA when they started working in WA
The CO SIT kept on withholding on their payslips.
A balance adjustment was done to refund the CO tax. Also a script was run to end date the CO record from the pay_us_emp_state_tax_rules_f.
The SIT for CO is still being deducted. It does not show on the SOE but shows in the Payslips and Tax Balances.
Expect that Colorado SIT is no longer withheld as the employee now lives and works in Washington
