Unable To Create Retrobill Orders After R12 Upgrade

When attempting to create retro billing orders,
the following error occurs.


Values have not been entered for one or more required segments


The issue can be reproduced at will with the following steps:
1. Navigate to order management super user
2. Retro billing -> Retrobill Organizer
3. Find order number and create retro bill
