Secondary Lot Quantities Between On-hand/Availability Screen and Transaction Screen Differ (Doc ID 2065416.1)

Symptoms

When doing some transactions (say, miscellaneous transactions), you see a difference in lot quantities between On-hand/Availability screen and Transaction screen.
It is expected that the secondary quantities match but they don't. 

Steps

For Item J123, a UOM conversion is defined between Gallon (Primary quantity) and LBS (Secondary quantity). 
The user performs all transactions in Secondary quantity(LBS) and hence in the Transaction screen the Primary UOM is changed from Gallon to LBS when entering the quantities.
The following illustrates the issue:

1. Create a miscellaneous receipt of 12970.89351 lbs (after changing UOM field value from Gallon to LBS)
2. Create a miscellaneous receipt of 187.00123 lbs (after changing UOM field value from Gallon to LBS)
3. Create a miscellaneous issue of 187.001 lbs (after changing UOM field value from Gallon to LBS)
4. Create a miscellaneous issue of .00023 lbs (after changing UOM field value from Gallon to LBS)
5. Create a miscellaneous issue of 9607.89351 (after changing UOM field value from Gallon to LBS)
6. View the on-hand availability screen which shows a secondary quantity of 3363 LBS
7. Try to create a new miscellaneous issue (after changing UOM field value from Gallon to LBS).
    The quantity available shows 3362.99985 LBS.
    The quantity available value was expected to be 3363 LBS.
