"Internal Server Error" During PO Creation with 500+ Lines (Doc ID 2066341.1)

Symptoms

On 12.1.3 in the buyers work center (BWC), if more than 500 lines are added to the document builder and the create button is clicked, the system gives "Internal Server Error"

Steps to reproduce:
1. Navigate to Buyer Work Center
2. Add 500+ lines to the document builder
3. Click on the create button
    Receive error
