Receiving An Error ID for the flexfield segment Salesperson does not exist When Trying To Set A Constant Value For A Salesrep In Defaulting Rules (Doc ID 2066556.1)

When attempting to set a constant value for a Salesrep in Defaulting Rules, the following error occurs.

ID 999 for the flexfield segment Salesperson does not exist in the value set OM: MultiOrg Salesreps.

The issue can be reproduced at will with the following steps:
1. Via the Order Management Super User Responsibility.
2. Navigate: Setup > Rules > Defaulting Rules.
3. Trying to set a constant value for Defaulting Rule for Salesrep and encountering an error
