Unable To Transact Ingredient Item From OPM Batch, Get Error "Negative Balances Not Allowed" (Doc ID 2066780.1)

Symptoms

On Applications 12.1.3 :
 When attempting to create a WIP Issue transaction , the following error occurs, even though there is plenty of available inventory, it is not expired, and it does not have a material status that disallows it being used.

 -- Error
Negative Balances Not Allowed

 -- Expected Behavior
 No errors


 -- Steps
 The issue can be reproduced at will with the following steps.
 1. Production supervisor > Batch details > Material transactions
