Kewill Rate Using Rate Service Configured with LOOKUP Type Failing Service Time Calculation When Kewill Not Providing Pickup/Delivery Dates (Doc ID 2066811.1)

Symptoms

A Rate is configured to use Kewill as an External Rating Engine. However, the Rate Service assigned to this rate is configured with TYPE=LOOKUP. The transit time on that Lane's lookup value is valid within the tolerance of the order. When this rate is attempted to be used in planning, it is failing Service Time resulting in the following message in the logs

Current Itinerary Option is time infeasible or carrier resource infeasible

If the Rate Service is simply changed to TIMEDEFINITESERVICE type (no other changes), it plans fine.
