Why doesn't the "Credit Hold" flag at the Party level work, even though the other three fields work?

Credit Hold Flag
These are the four fields in consideration at the Party level. The Credit Management module has been enabled just to support Party level Credit Checking.
All other fields work as expected, except for the Credit Hold flag.
Also note that the "Credit Check" flag and "Credit Hold" flag are not displayed from the front end; only available from back end when using the Party level.
"Credit Hold" flag at the Party level: setting this flag to Y, along with other credit/order limit fields... doesn't work
"Credit Hold" flag works only from the Account level and NOT from the Party level.
