Competency Expiry Date Is Extended When Course Is Moved To History

On : 12.1 HRMS RUP7 version, Addl Training&Student History
When a Course is moved to history. the Competency Expiry Date is extended.
Competency end-date will be extended, if the learner moves a completed class enrollment associated with the course with competency to History.
A User Completes a course via a Learning Certification, moves the Course to History and the Competency Expiry Date is extended. (The Competency is attached to the Learning Certification).
Customer has been checking and for now they can only see this issue happening just for this Competence.
<Patch 14213700> was supplied by Oracle and applied to fix this issue, however it did not resolve the issue.
Expect the competency update NOT to be called while moving the attended classes to learning history.
