Pension Exclusion Rules Not Working As Expected After Patch 21033080 (Doc ID 2067668.1)

Problem Summary
Pension auto enrolment patch R12.1: 21033080:R12.PQP.B exclusion guidance
Find that when testing the new exclusion rules and have not managed to get this to work as expected yet.
My example employee is an EJH and is in a QPS.
The Pensions Information element has been updated accordingly. Note they have never been auto enrolled - they were contractually enrolled at day 1 so did not have the auto enrolment date updated.

Then a couple of months later they choose to opt out.
I have opted them out of the scheme and I also added the date to the Pensions Information element (I have tried entering this in both the Opt Out Date and the Membership End Date) and yet they are being skipped by the auto enrol process as they have been in a QPS as an EJH.

-- Expected Behaviour
As the exclusion for Left Scheme within 12 months is set to Include then I thought that this emp should be picked up by the process
