The program RTI - Employer Payment Summary Output 2014/15 which is spawned off of RTI- Employer Payment Summary Process (EPS) 2015/16 is naming the file (in the log) with a post cursor of '14' instead of '15'.
The file itself is accurate, but the filename being created in the log file and, therefore, on the server is being created as PYGBRTIEPSOP14 which is then rejected by HMRC because it isn't relative to the current tax year.
