Retropay (Enhanced) Does Not Produce Retro Entries for a Previous Period or Produces Unexpected Negative Entries for Periods with No Retro Changes (Doc ID 2067802.1)

Symptoms

Find that for an element entry (e.g. 'XYZ') inserted to the previous period, the change has appeared in the Retro-Notifications report (as expected) but has not produced a retro element entry after running the Retropay (Enhanced) process.  Also, a similar update for the same element made several periods back creates negative retro entries for all periods from the change going forward, when it was expected that a retro entry would be created only for the period with the update.
