Transaction Type Gets Duplicated When PAXARTRX Is Run Because Descriptive Flexfield ATTRIBUTE1 is Nulled Out

Symptoms
On : 12.1.3 version:
When user updates any enabled Transaction Type Descriptive Flexfield (DFF) attribute, i.e., Attribute6-Attribute9,
then submits the PAXARTRX - IMP: Create Invoice Organization Transaction Types program, the process creates a new,
duplicated, transaction type.
This is because the original Transaction Type DFF ATTRIBUTE1 had been nulled-out (where should be Org ID value).
Note: The PAXARTRX is functioning correctly, because if the ATTRIBUTE1 column is null, it is suppose create Transaction Type.
However, in this case, ATTRIBUTE1 should not have been Null.
