AME Approval: AGIS Transactions Get Approved When The First Approver Responds Through Email

AME, GUEST access, AGIS Approval
AME Approval for AGIS transactions is defined such that approval is needed from several users.
GUEST access is enabled through profile 'WF: GUEST Access to Notification' in order to allow users to approve directly from the email notification.
When any of the approvers responds through Email, approving directly from the attached notification (without Front End login), the transactions are immediately Approved, without further notification sent to next approver. Transaction status is set to Approved.
The approval works fine when all approvers login to the application and use the Worklist page to access the notification and approve the transaction. Transaction is not marked as Approved until the last user from the approval chain has approved the transaction.
Expected that AME approval through email works the same as from the application Worklist when SSO login is used.
