Flow Sequencer Does Not Consider All Available Flow Schedules (Doc ID 2068757.1)

Flow sequencer does not consider all available flow schedules especially the flow whose completion date is same as start date.

Expected behavior is that Flow sequencer considers all available flow schedules.

The issue can be reproduced at will with the following steps:
1. Whilst re-sequencing a flow production line, entering a schedule date from of 11/09/2015 00:00:00 and schedule date to of 11/09/2015 23:59:59, does not consider all available flow schedules currently scheduled for that day.
2. It appears as though the flow sequencer sometimes creates/updates flow schedules to have a completion date WITHOUT a time stamp against it.
3. However, if you open up the schedule date from to the previous available working day i.e 10/09/2015 23:59:59, the flow sequencer is then able to consider those without a time stamp.
4. We need to understand why flow schedules are being allocated a completion date without a time stamp when passing through the flow sequencer and fix the fact that the sequencer cannot see those flow schedules for the same day that we need to re-sequence them
