Current Behavior
The functionality of Switch User does note work after applying 12.2.4 patch set. It works only for new users added to proxy list.
The old uses added to this list after upgrade can no longer perform the switch user function. 

The issue can be reproduced at will with the following steps:
1. Login as user who already has pre existing proxy user grant.
2. Select on Switch User link.
