APP-FND-01564: ORACLE Error 1406 In Fdxwho (Doc ID 2069643.1)

On : 12.1.3 version, Transaction Entry

When attempting to view the record history in the Sales Order form
or Order Organizer, users receive the following form error:


APP-FND-01564: ORACLE error 1406 in fdxwho

Cause: fdxwho failed due to ORA-01406: fetched column value
was truncated.

The SQL statement being executed at the time of the error was:

select USER_NAME from FND_USER where USER_ID =
:user_id and was executed from the file &ERRFILE.

The issue can be reproduced at will with the following steps:
1. Create a user with a long user name like:


2. Assign "Order Management Super User" responsibility to the user
3. Login with the new user name

4. Create a Sales Order. Save.
5. Click on Help > Record History
6. Error is displayed.

The issue has the following business impact:
Users can not access history for some orders.
