PAE: Re-enrolment process is not using custom procedure
With auto-enrolment you have a custom procedure in place, as configured within Configuration Values, that populates the People Group, and hence, via, standard element links, the Employees and Employers pension elements.
With the Re-enrolment processing, this is not working
Note that under auto-enrolment, if the custom procedure was not in place there would be an error saying that elements were unable to be created because no valid link exists. Under re-enrolment there is no such error and the reports give the incorrect impression that it has re-enrolled correctly.
Expected result is that the custom procedure should update the People Group and therefore the elements will be created
Actual result is that the People Group is not updated, and the Pensions Information, although updated, does not have the Qualifying Scheme Name populated
