Wrong Order Of Processing On Mtl_transaction_interface WIP Completion, Batch Sequence (Doc ID 2070064.1)

Work order transactions process in the wrong order using the transaction interface (MTL_TRANSACTIONS_INTERFACE).

Expected Behavior
The transaction with Final completion flag 'Y' should process last.
Need to have transaction processed in the correct order to avoid issue with costing.

1. Populate mtl_transaction_interface table for work order completions. let say we have work order 'A' with start quantity 3,and we complete 3 quantity on a work order
2. Insert 3 rows in mtl_transactions_interface as below for work order 'A'
Transaction1-with Final completion flag ‘N’
Transaction2 with Final completion flag’ N’-
Transaction3 with Final completion flag ‘Y’

3. All these records exist in our MTI table at same time Our transaction manager will process these records one by one.
* The issue happens when we have transactions above in our table and transaction manger process them in a wrong sequence.i.e transaction with final completion falg 'Y' processed before the transaction with Final completion flag 'N'

Business Impact
If the final completion transacts before early completions, then messes up the costing of the WIP job.
