JDeveloper Installation Failed on jdkGeneralQueries: The system cannot find the path specified (Doc ID 2070155.1)

Symptoms

On a fresh installation of Windows 7, JDeveloper fails to install.

Error
Failed to install one or more components: jdkGeneralQueries

The log details include the following message:

What Tried
Tried both the 12c (jdev_suite_122100_win64.exe) and 11g (jdevstudio11117install.exe) install executables but the same result on both.

Steps
1. Download JDeveloper from the oracle website - link.
2. Run the installation taking the default options.
3. Installation fails.

Business Impact
This is a simple installation test on a new laptop.
The laptop is working fine otherwise and JDeveloper has never been installed.
Other installatiosn work fine like Microsoft products, Oracle JRE/JDK, Oracle SQL Developer, etc..

Changes

During installation, notice that two directories are created even when the installation fails. The directories are left as orphan content:
