Inconsistency Between Quebec Health Contribution Deduction And New Balance HC Withheld Will Not Be Calculated In The Non Periodic Run Only When 'Tax Multiple Payments As One = Yes' (Doc ID 2070246.1)

On : 12.1.3 version, Canadian Payroll Tax Issues

ACTUAL BEHAVIOR
---------------
For employees in Quebec where HC is a new tax.

In the run results for a non periodic transaction, under PROV HC shows an amount, though there is no HC calculated for non periodic runs.

EXPECTED BEHAVIOR
-----------------------
Expect that there would be no amounts under HC for non periodic transactions


Ex:
Paying an amount of 1000 on a non periodic element

The regular provincial tax is 200.00
The health contribution deduction is 0, for a total of 200.00
The Quebec Tax calculated is correct but there is no health contribution include in the 200 amount result.
In the run results section the 200 in PROV is correct but the (HC) health contribution should be 0 instead of 7.69
In the balance results HC Witheld_ASG_GRE_RUN should also be 0 (zero) instead of 7.69
