Unable to See Global Procurement Contract Templates in Local Operating Unit (Doc ID 2070491.1)

Users are Unable to see Global procurement Contract Templates in local operating unit.

Expected Behavior:
Expect to see the Global template available at Local OU level.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1.Define a Global Organization which is setup in the Profile option: OKC: Global Operating Unit
2. Now define a template with clauses and mark it as Global.
3. Go to the another operating unit2 and see if the Global template is visible.
4. It is not possible to see/search for the Global Template in local OU2.
