Program "Send Receipt Of Payment Notifications" Does Not Send Emails With Correct Language (Doc ID 2071052.1)

"Send Receipt of Payment Notifications" program should generate an email and send it to a customer using the customer site language (Canadian French).

To demonstrate this issue relates to the Canadian French language only (which has a 3-letter language code FRC), change the language & territory of that same customer to "Italian" (which has a 1-letter language code of I).

Also, change the territory from Canada (code CA) to Italy (code IT).

Resubmit "Payer Notification (for the same Settlement Batch). This time, the email should be generated in Italian.

The same setup is not working for Canadian French.
