Error "An Entity Data Line Was Expected" In csdflx.ldt To Add DFF In R12.1.3 (Doc ID 2071058.1)

Symptoms

MFS DFF Additional Information for Agents is not available in Release 12.1.3.
Error when trying to load the file csdflx.ldt to add it.

Error:

Uploading from the data file /R12INST/applmgr/apps/apps_st/appl/cs/12.0.0/patch/115/import/US/csdflx.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dump from LCT/LDT files (/R12INST/applmgr/apps/apps_st/appl/fnd/12.0.0/patch/115/import/afcpprog.lct(120.2.12010000.13), /R12INST/applmgr/apps/apps_st/appl/cs/12.0.0/patch/115/import/US/csdflx.ldt) to stage tables
Dump LCT file /R12INST/applmgr/apps/apps_st/appl/fnd/12.0.0/patch/115/import/afcpprog.lct(120.2.12010000.13) into FND_SEED_STAGE_CONFIG
Dump LDT file /R12INST/applmgr/apps/apps_st/appl/cs/12.0.0/patch/115/import/US/csdflx.ldt into FND_SEED_STAGE_ENTITY
A syntax error occurred at line 293 in file /R12ESTA/applmgr/apps/apps_st/appl/cs/12.0.0/patch/115/import/US/csdflx.ldt
An entity data line was expected
No data found for upload.

Steps:

Apply Patch 20203366:12.1.0 - RPC3

What is Working:

No Problem with lower version of csdflx.ldt: 120.4.

Changes

 Applied Patch 20203366:12.1.0 - Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 3 [RPC3]

Now the version of the file is different:
  /R12INST/applmgr/apps/apps_st/appl/cs/12.0.0/patch/115/import/US/csdflx.ldt:
   => $Header csdflx.ldt 120.4.12010000.4 2011/09/27 06:59:37 shramana ship $
