Outside Processing PO Release Not Propagated Correctly With Quantity Change (Doc ID 2071754.1)

Symptoms

ACTUAL BEHAVIOR

When changing the quantity on a Discrete Job where OSP is the first operation, the related blanket release quantity does not get updated properly.
The WIP Parameter 'Propagate Job Change to Purchasing' is already set to Automatic.


EXPECTED BEHAVIOR

The blanket release quantity should get updated properly when changing the discrete job quantity.


STEPS

The issue can be reproduced at will with the following example:

1. Responsibility: Work In Process

2. Go to Setup -> Parameters

3. Go to Outside Processing tab and find:
  Requisition Creation Time = At Job/Schedule Release
  Propagate Job Change to Purchasing = Automatic

4. Go to Resources form:
  Resource = OP4253
  Outside Processing flag = checked
  Item = 80002533

5. Go to Routings form:
  Seq = 1
  Resource = OP4253

6. Go to Discrete Jobs form

7. Create job = 74214 for assembly '4253'
  Start Quantity = 2000

8. Release the job

9. Confirm Blanket Release generated.
  PO # 300108701 approved
  Quantity = 2000
  Shipment item = 80002533

10. Increase job quantity from 2000 to 10,000

11. Review blanket release affect
  PO # 300108701 approved
  Quantity = 2096
  Shipment item = 80002533
