Strategy Not Going On Hold When Promises are for Full Amount Overdue (Doc ID 2072116.1)

Symptoms

When generating promises using the Public API - IEX_PROMISES_PUB.INSERT_PROMISE  the promise is created for the full amount overdue, but the already assigned strategy is not going On Hold as expected

STEPS TO REPRODUCE
================
1. Use the IEX_PROMISES_PUB.INSERT_PROMISE to create a promise for the full amount overdue
2. The promise is created successfuly and can be visible in Collections Agent UI > History > Type = Promise
3. The strategy does not go On Hold as it should once a Promise is created for the Full Amount Overdue
