Symptoms

 After Cloning SSO to Non-SSO (RAC Database), forms do not launch correctly.

The following message appears and then closes immediately:

'Do not close this window display'

The forms can be launched directly via the following URL:  http://<host>.<domain>:<web port>/forms/frmservlet

Changes

 Recently the instance was cloned from an SSO environment to a Non-SSO enabled environment with a RAC database tier.
