R12: OIE: Missing Imaged Receipts Not Recognized As Policy Violation (Doc ID 2072489.1)

Goal

Missing Imaged Receipts are not recognized as a Policy Violation. iExpense users are able to select 'Original Receipt Missing' for expense types that only require Image Receipts, but this does not show up as a policy violation as it ought to.

This means that it can not be reported on nor is it flagged for audit as a policy violation. Is this correct functionality?
