Unable to Release Any Sales Order - Error: Try ATP Again Later FRM-40212: Invalid Value for Field ORDER_NUMBER (Doc ID 2073573.1)

Symptoms

When attempting to release a Sales Order, the following error occurs in Pick Release and in the ATP window:

ERROR

FRM-40212: Invalid value for field ORDER_NUMBER


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility Order Management Super User
2. Navigate: Shipping > Release > Sales Orders > asks for criteria for Order number & enter Order Type or enter Enter pick release rule
3. Release Sales Order
    Enter fields:
    Based On Rule: 000_Manual
    Document Set: Pick Slip Report
    Release Criteria
    Orders: All
    Order Number: 000
    Destination Type: Ship-To Location
4. Tab and get the error at footer

Also when attempting to schedule the same Sales Order from Scheduling and Sourcing:

ERROR

Scheduling failed. Try ATP again later


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility Order Management Super User
2. Navigate: Orders Workbench, Order Organizer > Query Sales Order >
3. Book the order. > Destination Type: Ship-To Location
4. Select Availability button > ATP window shows error
