Symptoms

Problem Description
---------------------------------------------------
There is an issue in the seeded API which prevents the update of consigned_from_supplier flag in ASL and throws an error of INVALID_CONSIGNED_FLAG though all the data is correct.
The issue is within the package po_asl_api_grp in calling the function validate_vmi. The call passes item_id, vendor_site_id, using_organization_id in this order where as the definition of validate_vmi function expects item_id,using_organization_id,vendor_site_id in this order.

Steps to Reproduce :
-------------------
Initiate the record type and then call the API. Here is the message that is thrown after executing the script:
Session Key>>>> 33696531
Return Status>>>>S
Return Msg>>>>
Session Key: 33696531 user key:1 entity:po_asl_attributes_gt reason:Consigned from Supplier Flag cannot be checked if vendor site is not entered or It is a Commodity ASL or Item is not stackable/transactable
user key:1 status:REJECTED

Found the AOL message corresponding to this message is 'of INVALID_CONSIGNED_FLAG'. This message is coming from the package po_asl_api_grp in calling the function validate_vmi. The call passes item_id, vendor_site_id, using_organization_id in this order where as the definition of validate_vmi function expects item_id,using_organization_id,vendor_site_id in this order.
