AP: R12: Tax amount is Not Rounded to Nearest Level When Tax is Set to Round to Nearest Level at Tax and Regime Level

Symptoms
In Oracle Payables, Tax is setup to be rounding to UP level even that the rounding is setup to Nearest level at Tax Regime and Tax level.
Expecting tax to be rounded to Nearest level based on the tax rate setup.
E.g.
Taxable Amount is 15,105.60 and Tax Rate is 19%
Tax Amount 2870.064
As per Nearest Rule, tax amount should be rounded to 2870.06
where as system is rounding that tax amount to 2870.07 which is UP level rounding.
