Incorrect Carrier Picked when Bulk Planning Orders that have Two Different Destination Locations

You have two orders from same source location (A) but with a different destination location (B and C). These are LTL orders and rated via SMC.
The order 1 from location A to B qualifies for a minimum rate from Carrier 1 and the order 2 from location A to C qualifies for a rate from the more expensive Carrier 2.
When we bulk plan these two orders together OTM is assigning the more expensive Carrier 2 to both the orders (2 separate shipments).
If the orders are bulk planned separately then they plan correctly with the cheaper Carrier 1 for for order 1 and the more expensive Carrier 2 for order 2.
