RACUST: Importing Customer Information Not Setting Context DFF (Descriptive Flexfield) on HZ_LOCATIONS

When importing customer data via Customer Interface importing customer not setting context Descriptive Flexfield on HZ_LOCATIONS
After creating a Descriptive Flexfield on TCA Location Information, import customer setting address_attribute_category to the context values set the right segments attibute1- attribute6 and that information is not import into hz_locations for that customer party site, this worked prior to RUP3 patch application
Review of the customer interface chapter in manual shows that hz_locations should be updated.
The issue has the following business impact:
Due to this issue, HZ_LOCATIONS is not properly updated by customer interface (RACUST)
