ACTUAL BEHAVIOR
---------------
While creating organization, when e-Mail are made mandatory via personalization, when e-Mail is not entered, no validation message displayed.

EXPECTED BEHAVIOR
-----------------------
While creating organization, when e-Mail are made mandatory via personalization, when e-Mail is not entered, it should not be submitted by validation process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Log in to Customer Online Responsibility.

2. Move to Organization Create.

3. Personalization to make e-Mail as mandatory.

4. But, it is not working when submit information.
