Ship Confirm Error after Application of Patch 17415951

After the application of Patch 17415951 for the Portugal operating unit, the ship confirm process is getting impacted. When attempting to perform ship confirm from another operating unit from which the sales order was created, the following error message appears.
Error: Delivery <xxxx> cannot be Ship Confirmed. For more information click the details button.
Error: A valid document category does not exist.
The expectation is for users to be able to perform the ship confirm process regardless of the operating unit that they are logged into.
The issue can be reproduced at will with the following steps:
1. Log into the Order Management Super User responsibility
2. Navigate to Shipping->Transactions
3. Query the sales order in question
4. Click on the Delivery tab and attempt to ship confirm the delivery
