Concurrent Managers Fail To Stop Due To ORA-01000: Maximum Open Cursors Exceeded (Doc ID 2075596.1)

Symptoms

On Oracle Applications 11.5.10.2, when trying to stop concurrent managers with adcmctl.sh,
sometime it fails to stop where internal manager log file has the following error messages:

Call to PingProcess failed for FNDCPGSC
ORACLE error 1000 in get_dbname
Cause: get_dbname failed due to ORA-01000: maximum open cursors exceeded.
The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.

ORACLE error 1000 in cleanup_node
Cause: cleanup_node failed due to ORA-01000: maximum open cursors exceeded.
The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.

ORACLE error 1000 in get_cart_appl
Cause: get_cart_appl failed due to ORA-01000: maximum open cursors exceeded.
The SQL statement being executed at the time of the error was: &SQLSTMT and was executed from the file &ERRFILE.
