Participant Person Type Created When Absence Life Event Backed Out (Doc ID 2076198.1)

On : 12.1.3 version, Absences OSP/OMP

Find when backing out an absence ended life event from the Person Life Event form,
employees are getting a new Person Type Usage record of Participant on the day the
absence life event was backed out

Expected no new person type usage record will be created by backing out life event

The issue can be reproduced at will with the following steps:
1. Enter and enroll absence
2. View life events
3. Highlight absence end and set Backed Out Status to Unprocessed
4. Click [Back Out Details]
5. Absence Ended LE purged from Life Event Tab
6. View person type usage and find new Participant row on date life event backed out
