"Buy Service Provider" Constraint is Not Respecting Active/Inactive Rate Offering by Loading During Planning Inactive Rate Offerings Among Active Rate Offerings

When adding a buy service provider constraint on the order release, during planning, OTM loads all the rate offerings that belong to the service provider regardless of Active / Inactive, which is giving a high performance issue when having a significant number of Inactive Rates.
It is expected when having a service provider constraint on the order release to have OTM loading all active rates.
The issue can be reproduced at will with the following steps:
Having defined one active rate and one inactive rate for the below required geography:
1. Search for order release
2. Plan the above order using DEFAULT parameter set
3. Review the logs
4. Notice that OTM selects also the inactive rate offering for service provider which is constraint to.
