Xdfgen.pl Fail To Generate The Required XDF File When A Table Comment Created Via A 'COMMENT ON COLUMN' Statement Contains Non-English (eg. Japanese) Characters (Doc ID 2077589.1)

Symptoms

When registering a Japanese comment on a custom table using the COMMENT ON COLUMN statement, running xdfgen.pl per <NOTE 1577661.1> fails with the following error:

Error

Unable to apply XSLT transformation on the xml file
Exception occured : Invalid UTF8 encoding.
Generating xdf - ppfa_ad_ms02_all.xdf
Error Message is null

The error results in the xdf file not being generated as documented per <Note 1577661.1> Developing and Deploying Customizations in Oracle E-Business Suite Release 12.2

If the user registers the custom table's comment in English (instead of Japanese), the xdfgen.pl utility executes successfully without errors, and the xdf file is generated successfully.
