Symptoms
On :12.2.3 version, Process Batch Open Interface
When attempting to manually enter or change actual total usage or process qty
the following error occurs.

FRM-40735: WHEN-VALIDATE-RECORD Trigger raised unhandled exception ORA-12899.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigation: Production supervisor > Batch detail > Step > Activities > Resources > Tab actual
- Manually change actual total usage or process qty
- Save
- Got error: FRM-40735
- Cannot save
