After Database 12c Upgrade, Receiving Error when Submitting a Contract with Clauses on it (Doc ID 2077860.1)

After upgrading the database to 12c, we are no longer able to create contracts with clauses. We are receiving the error "User-Defined Exception in Package OKC_XPRT_CZ_INT_PVT Procedure batch_validate"

Using notes 1051802.1,960507.1, 123718.1, and 824373.1, I verified our setup is correct.
  The wallet we are using is the same wallet we used for the 11g database (which was working).
  We have exported all the certificates from the 11g wallet and created a brand new wallet and still receive the error

  Database Wallet Directory is set to the location of the wallet files.

Users are complaining that they can't access the wallet using the UTL_HTTP package. When tried to access it, I receive the following error:

ORA-29273: HTTP request failed
ORA-29024: Certificate validation failure
ORA-06512: at "SYS.UTL_HTTP", line 1491
ORA-06512: at line 4

The certificate is valid

Is there anything in 12c that would prevent this from working? Is there a setting in the database that needs to change? Do we need to front servers with something that can handle TLS1.2 traffic? EBS is TLS1.0 only and not able to handle TLS1.2 without a different front end on it.
