Symptoms

On Applications12.1.3 :
 After applying patch 20524761:R12:GMF.B, when attempting to setup the Allocation basis, the items list of values (LOV) is empty.

 -- Expected Behavior
All items should be present in the LOV.

 -- Steps
 The issue can be reproduced at will with the following steps.
 1. OPM Financials > Setup > Actual Cost > Expense Allocations > Basis
