Symptoms
Outside Processing
Unable to Complete OSP Batch Step after applying Patch 20784036:R12.GMA.C CONSOLIDATE PATCH FOR OPM STEP LEVEL OUTSIDE PROCESSING PROJECT.
Have completed OSP Setup and Create a batch. Released step and requisition created. Received the PO and run Resource Transaction Manger. But after this process user is not able to complete the Step. The following error is received.

GME_CMPLT_OPEN_PO (Message Text: "There is open PO/Requisition linked to the batch/step,Do you continue to complete batch/step?")
YES/NO
The action is not allowed if there is an open PO/Requisition linked to the batch/step.
STEPS
-----------------------
1. Production Supervisor > batches
Batch Steps - close OSP batch step
