Onhand Lot Status Is Changing When Inventory Quantity Goes Negative (Doc ID 2078555.1)

Actual Behavior
Find that if a transaction is done which creates negative on-hand quantity in a locator, instead of getting assigned the default lot status, the lot status seems to be picking up the status from the locator.

Expected Behavior
Expect the lot status to be assigned the default if a transaction creates negative on-hand.

The issue can be reproduced at will with the following steps:
1. Create a move order transfer from a locator where no on-hand exists thus creating a negative quantity in the pick from location and a positive in the to locator.
2. Note that the lot status assigned to the newly created negative quantity is the locator status instead of the default lot status
