Unable to Add Line to a Booked Order Using Process_Order API

On : 12.1.3 version, Transaction Booking

Process Order API errors out while adding a line to an existing Booked Order with the following error:

You are not allowed to update Credit Card Number because: You cannot update this field after the order has been booked.

The issue can be reproduced at will with the following steps:
1. Order Management Super User responsibility.
2. Define processing constraint to prevent updating of Credit Card information when order is booked.
3. Run process order API to add a new line to an existing booked order.

The issue has the following business impact:
Due to this issue, users cannot use API to add order line.
