Symptoms
On : 12.1.3 version, Excise - Order to Cash Cycle
When attempting to run India excise invoice generation,
the following error occurs.

JAI_EXCEPTION_OCCURED (JAI_PROCESS_MSG=jai_om_rg_pkg.ja_in_register_txn_entry.Err:ORA-20120: Bonded Amount -> 0cannot be less than the transaction_amount -> 0
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the Sales Order
2. Add Excise tax with 0%
3. Fulfill Sales Order
4. Run Excise Invoice generation concurrent.
